Court rules against company appealing fine in building collapse

A LOCAL company fined 100,000 yuan (US$16,524) in the collapse of two top stories of a building near the Bund about a year ago had its court petition to overturn the fine  denied.

The Huangpu District People's Court announced its decision today confirming the fine levied by the Huangpu District Administration of Work Safety.

The seventh and eighth stories of the Sichuan Building, at the intersection of Yan’an Road E. and Sichuan Road, collapsed in the early morning hours of December 30, 2012. Although the collapse sent debris raining onto the sidewalk and street, no one was hurt.

The building is more than 70 years old but was expanded from six stories to eight in the 1980s.

Shanghai Di'ang Industrial Development Company had purchased its 897-square-meter offices on the seventh floor from Shanghai New Huangpu Real Estate Co Ltd, the owner of the two top floors, and then did interior renovation work.

The Huangpu District Administration of Work Safety blamed the collapse on Di'ang's illegal interior renovation done by unqualified workers and levied the fine.

Di'ang said it was New Huangpu Real Estate’s construction of extra structures on rooftop and the demolishing of two support columns on the sixth floor that caused the collapse. The real estate company was not fined.

The court confirmed the illegal interior work was the main cause and said Di'ang should be responsible for the incident since it failed to properly oversee the work.
