Departure tax refund scheme on way soon
FOREIGN tourists who spend more than 500 yuan (US$81) at designated shops in Shanghai might be entitled to a departure tax rebate in the future, officials said yesterday.
The city’s finance, tax, commerce, customs and tourism authorities have begun considering which agencies and shops should be involved in the new scheme, Jin Weimin, deputy director of the Shanghai Finance Bureau, told a press conference.
The aim is to make Shanghai one of the first batch of cities and provinces — after Hainan Province — to implement the refund policy for overseas tourists, he said.
A timetable for the implementation of the scheme has yet to be confirmed as authorities are waiting for more information from the Ministry of Finance, which should be available before the end of the year, Jin said.
The refund rate will likely be 11 percent, he said.
In August, the State Council issued guidelines on promoting the reform and development of China’s tourism industry. Among them was the rolling out of a departure tax refund policy that has been running as a trial scheme in Hainan since 2011.
The conference said also that the construction of 10 large amusement facilities at Shanghai Disney Resort is nearing completion.
