Dishonesty in marriage, divorce registration to be targeted by credit monitoring system and cause big cost

PEOPLE who are found to have dishonest acts in marriage and divorce registration will be blacklisted in the city's credit monitoring system and face punishment such as difficulty obtaining bank loans and government subsidies from 2017, the Shanghai Civil Affairs Bureau announced today.

The dishonest practices include fabricating or changing hukou (permanent residency permit) booklets, identification cards, and registration materials like photos and court documents, concealing civil disability or limited capacity for civil conduct, and using others' identification information in marriage and divorce registration for various purposes, the bureau said.

Concealing past marriage history and providing fake information when filling in marriage registration statement will also be listed.

"Dishonest acts in marriage registration have been found at all registration centers across the city at times, " said Sun Xiaohong, director of the marriage management department at the Shanghai Civil Affairs Bureau.

"The measure aims to deter such dishonest acts and let the liars pay the cost," she said, adding that people will be informed of the blacklist in written form when they apply for marriage or divorce at registration centers.

If blacklisted in Shanghai's public credit information service platform, people may face difficulty obtaining bank loans, applying for financial subsidies and purchasing new-energy vehicles, according to Sun.

In addition, they will also probably be affected in award selection and recruitment, she said.
