Draft for bus route changes
Bus routes with fewer than 100 passengers per 100 kilometers or which share routes with the Metro network might be canceled in future, according to a draft regulation released by the city’s transport commission yesterday.
The draft aims to set a standard for canceling routes or setting up new ones as previous changes had often stirred disputes among residents.
According to the draft, cancelation could occur if a bus route shares more than three stops with the Metro network or overlaps for more than 4 kilometers and accounts for more than 40 percent of the bus route.
At a meeting on Monday, the authority heard opinions from the public, law makers and industry insiders.
One citizen representative, surnamed Hu, told Shanghai Daily that many details needed further specification.
“For example, how to define the cancelation standards such as ‘fewer than 100 passengers every 100 kilometers’? If it’s decided by daily traffic on average, what about the traffic during peak hours? Even if the overlapping route stretches over 4 kilometers, the current capacity of the involved Metro subway should also be taken into consideration.”
He said it was difficult to satisfy everyone when considering bus route changes and a standard would reduce disputes.
Following consideration of opinions at the meeting the draft will be modified and an official regulation released early next year.
