Draft regulation loosens restrictions on dog ownership
A new draft regulation on dog ownership has been changed to allow people living in some suburban areas to raise more than one pet pooch, Shanghai legislators said today.
The previous draft had proposed a strict one dog per household rule. The one-dog policy now applies only to those living in downtown areas, new towns, as well as industrial and economic development parks.
Owners also need to apply for a dog license with their property ownership certificate or rental documents or face a fine of up to 1,000 yuan and the possibility of their pet being seized, according to the latest version of the draft.
Those who abandon a dog will be fined 500 yuan to 2,000 yuan and their dog license will be revoked. They will also be unable to apply for another dog license for five years.
