Dramatic fall in burglaries as Minhang cracks down

BURGLARIES in southwest Shanghai’s Minhang District have fallen dramatically.
In the first half of this year they were down 40 percent from the same period three years ago, police said yesterday during the release of a “burglary map” of residential complexes in the district.
Shanghai Kangcheng, a huge residential complex with 40,000 residents, topped the list in 2015 and 2016 with 58 and 25 burglaries respectively. So far this year, however, there have just four.
Police in the district, once rated one of the least safe areas in Shanghai, said the turnaround in improving safety measures in residential complexes was thanks to concerted efforts of the police, local governments, residential committees and property management companies.
In Shanghai Kangcheng, for example, about 2,000 new surveillance cameras have been installed in the past two years, along with more than 50 actions taken to crack down on group leasing of the apartments, police said.
Jinse Xijiaocheng with 13 burglaries, followed by Tian’an Haoyuan, Jincheng Luyuan, Jing’an Xincheng and Haoshi Fenghuangcheng with five to eight so far this year, are the residential complexes with the highest number of burglaries.
Police said the ratio of solved burglaries cases this year has soared — up 48 percent over the same period last year.
Meanwhile, a crackdown on other crimes — including theft, robbery and fraud — is also in full force in Minhang District.
Police said about 55 percent of all suspects detained this year were involved in cases where residents have lost money.
The safest subdistricts and towns in the district were announced yesterday as being Gumei, Hongqiao, Maqiao, Xinnzhuang Industrial Zone and Pujiang.
All 536 residential communities with grass-roots governments in the district now have a community police officer.
