Ex-district boss admits bribery

FORMER Putuo District director Cai Zhiqiang agreed to prosecutors' charges of accepting about 2.84 million yuan (US$415,813) in bribes during a court hearing.

Cai, 46, was accused of taking advantage of his positions in the past decade to earn profits for company owners.

Shanghai No. 2 Intermediate People's Court held a full-day hearing of the case without announcing a verdict today.

From February 1999 to March 2009, Cai was acting director of Shanghai Personnel Bureau, division chief of the bureau's human resources department, deputy bureau director, deputy director, acting director and director of Putuo District government.

Prosecutors alleged that the biggest bribe of 1.13 million yuan and A$10,000 (US$9,007) came from Wang Yuexiang, owner of Shanghai Hongquan Group Co Ltd.

The court heard Cai confessed when he was investigated by the Shanghai Commission for Discipline Inspection of the Communist Party of China at the end of last year. He has returned all the money.
