Family doctor services set for expansion

OVER 10 million residents have registered for family doctor services in Shanghai, accounting for nearly half of the city’s permanent residents, and there are plans to expand the services to every family in Shanghai by the end of 2020, officials said yesterday.

Shanghai introduced family doctor services in 2011. From November 2015, a “1+1+1” healthcare project was trialed to supplement the existing system and preferential policies including easier referral to specialists and cheaper medicines were introduced. The project allows residents to sign up with a family doctor in local community health centers, and choose another district-level and city-level hospital for specialists’ service.

The city aims to promote the “1+1+1”projects to all residential communities by the end of this year, and expand the coverage of family doctor services to every family by the end of 2020 to optimize the distribution of medical resources.

As of the end of March, the project had expanded to nearly 90 percent of the city’s residential communities, covering more than 1.6 million local residents. Over 37 percent of the elderly residents aged above 60 have signed up for the project, officials said at a meeting yesterday in Shanghai on promoting the registration of family doctor service nationwide.

The National Health and Family Planning Commission aims to promote the family doctor service to over 85 percent of Chinese cities. More than 30 percent of local residents are expected to register for the service. The elderly, children and people with chronic diseases are expected to hit a registration rate of over 60 percent.
