PEOPLE with fireworks at their homes — perhaps left over from last year — are being encouraged to hand them in at any of the 164 “recycling centers” set up in 12 districts across the city, the fire department said yesterday. The Shanghai government introduced new regulations at the start of this year that prohibit the lighting of fireworks and firecrackers within the city’s Outer Ring Road.
