Gas plant in dock for using unsafe truck
A liquid gas plant is to be fined for failing to check trucks were qualified to transport hazardous chemicals.
This is the first such case since regulations on transporting hazardous chemicals took effect from January 1.
The city’s traffic law enforcement team said yesterday that the company faced a penalty of between 10,000 to 50,000 yuan (US$1,550 to US$7,245).
On April 23, a driver surnamed Fan was caught by traffic police using an ordinary truck to transport 27 bottles of gas containers — containing oxygen, carbon dioxide, and liquid propane — near Jungong and Yinxing roads.
Ordinary trucks do not meet requirements and standards for vehicles to transport hazardous chemicals as they are not equipped with facilities to ensure safety, environmental protection and fire safety, making an explosion or leakage more likely, according to the city’s traffic law enforcement team.
Fan was put under administrative detention by the police for five days. He had transported the gas container from Shanghai Qingpu Jifu Liquid Gas Packaging Plant.
During the investigation, officers found that Fan’s truck had entered the plant on April 23 and left about 20 minutes later after being loaded.
The plant’s responsible person was said to have later admitted the company had been at fault.
The authority said it would also launch investigation against the transportation company that Fan was working for.
From January to April, the authority has caught a total of 437 cases of violations related to hazardous chemicals transportation, up 15 percent on the same period last year.
