Giving better care to the elderly

SHANGHAI is upgrading its care for the elderly, including introducing nursing insurance and setting up more community based care centers combining day care, rehabilitation and nursing services.

The city is trialing an insurance system in Jinshan, Putuo and Xuhui districts that provides those with Shanghai permanent residency with more than 40 services, said Chen Yuebin, a director at the Shanghai Civil Affairs Bureau.

These centers will give priority to the disabled and those with dementia, aged 60 or more, or those whose families are travelling overseas.

This includes people who need time to recover after being discharged from hospital following treatment.

Some people can have a trial at these centers to see if they can adjust to life at senior care homes because the environment is familiar to them as these centers are located in their residential complexes.

These small-scale centers usually offer only up to six months of services to ensure supply can meet demand for more of those who need it.

The services include basic medical care, cleaning, medicines and other supplies.

Elderly people can apply for help, but they must undergo an assessment to determine their needs.

At the Xuhui District No. 3 Senior Care home, about 138 seniors are being covered for their daily care and about 1.5 percent are receiving clinical nursing.

A system module devised by the Xuhui District Civil Affairs Bureau matches nursing workers with the needs of the elderly.

The senior care home has also established a virtual hospital with the Xuhui District Central Hospital.

Seniors can make reservations, consultations, pay and talk with doctors virtually.
