Help is at hand for food vendors to become legal
GOOD news for small food vendors struggling to operate legally. The city government is going to allow them to stay in business providing they register their operations with their neighborhood authorities.
The renowned Ada Scallion Pancake is an example of how small businesses have been helped. The hugely popular food business was operating in Huangpu District but had to close in September because of running foul of regulations.
Small operators, like Ada, will be able to register after meeting hygiene, fire safety and environmental requirements and receiving nearby residents’ approval.
The food watchdog wanted to find a solution for small food businesses that are popular with the public but are unable to meet the qualification for an official eatery license.
The solution is to allow them be registered at the neighborhood government and to undergo official administration.
Revised food administration regulations would be issued next month, officials said.
But the reform comes with a warning. “The business will be shut down if there is a food safety incident,” said Yan Zuqiang, director of Shanghai Food and Drug Administration.
“In Shanghai, there are many food businesses, which are very small but serving people’s demands. We decided to include them into governmental administration while guiding them to upgrade the business to meet the demand for applying for an license gradually,” Yan said.
“The neighborhood registration is a temporary policy, which is only effective within three years. The business will either be shut down or run a licensed store after renovating after three years under the help and guidance of the government, which will also further improve food and business service in the area to meet public demand.”
Since last year, the government has suspended, shut down or renovated 19,000 such unlicensed small food business.
“The final goal of the government is to guide all small food business to run under an official license,” Yan added.
