Hospital fined for overcharging
PUDONG’S market supervision authority has seized more than 3 million yuan (US$436,000) from Shanghai East Hospital and fined it 1.9 million yuan for overcharging patients, authorities said yesterday.
The city-level public hospital was found guilty of charging a registration fee of 18 yuan instead of 13 yuan in 2015 and last year, as well as other instances of overcharging.
The hospital has apologized and offered refunds.
The Pudong New Area market supervision and management bureau has seized 3.46 million yuan that had not yet been returned to patients.
The city’s medical insurance authority also said yesterday it had taken money back.
The scandal came to light early last year when several patients complained that they were overcharged.
The hospital was listed as a top level comprehensive hospital by the end of 2010 and increased charges without the health authority’s permission.
The hospital admitted it had increased charges between September 22, 2015, and March 1 last year, it then set up refund windows and hotlines for affected patients.
The Pudong Health and Family Planning Commission yesterday said it will severely punish the officials responsible.
