Illegal chemical storage busted
AN illegal warehouse that stored hazardous chemicals was demolished yesterday and the substances cleared from the area, an official with the Minhang district’s safety watchdog said.
The facility, located in Pujiang village in Minhang District, was less than 1 kilometer away from a residential area.
The person who rented the facility, a man surnamed Sun, faces an administrative penalty and criminal punishment, Hu Bin, an official with the Minhang District Administration of Work Safety, told Shanghai Daily yesterday.
During the raid, inspectors found a total of 30 tons of dangerous chemicals including hydrochloric acid, strong base, ammonium hydroxide and acetone.
“We will send back the chemicals from where it came from, while the remaining will be sent to environmental protection institutions,” Hu told Shanghai Television Station.
The area where the storage was built belongs to the local village neighborhood committee, which had leased it out since 2005. The person to whom the place was leased had also built several illegal structures inside, STV reported.
“Sun leased one of those illegally-built structures from a middle man in January to store chemicals,” Hu told this paper, adding that all the illegal structures were demolished.
STV first broke the story of dangerous chemicals on Sunday.
“We carried out four inspections this year, but Minhang is a big district with many non-local residents and entrepreneurs leasing facilities here,” Hu said. “It is difficult to supervise all of them and the neighborhood committee cannot judge dangerous goods.”
Hu said the media report helped them to identify the illegal storage.
“We’ll thoroughly investigate the matter and find all persons involved in the dealings,” he said.
Another facility in Fengxian District was also found illegally storing sulfuric acid and located too close to residences, STV reported. In this case, the operator had a valid license to handle dangerous chemicals but it was registered for Songjiang District, and not Fengxian, which was again a violation of regulations.
