Inspections to ensure workers get their wages
FOUR bosses in Fengxian District were jailed last year for not paying their workers and fleeing, city officials said yesterday.
This was announced as the city launched workplace inspections to ensure that migrant workers receive their wages before they return home for the Spring Festival, which this year falls on February 19.
Many migrant workers are paid annually, just before heading home for the holiday, and unscrupulous employers sometimes vanish around this time without paying them.
In the most serious case, an unlicensed contractor, surnamed Zhang, was jailed for two years and fined 20,000 yuan (US$3,227) in November.
He disappeared last January owing 47 workers 728,000 yuan.
Following intervention by supervision authorities, the construction company which had subcontracted the project to Zhang paid the wages.
Zhang was arrested last July.
Other bosses jailed included a bath products company boss, surnamed Yuan, jailed for eight months and fined 10,000 after he failing to pay 20 employees 100,000 yuan; a clothing factory boss, surnamed Li, jailed for eight months and fined 10,000 yuan after fleeing owing 280,000 yuan to 50 employees; and a clothing factory owner, surnamed Liu, jailed for nine months and fined 10,000 yuan after fleeing owing 28 employees 170,000 yuan.
As well as inspections to ensure wages are paid, other initiatives include requiring employers to pay a security deposit for wages to the Shanghai Human Resources and Social Security Bureau.
This is used to pay workers when employers does not pay.
Shanghai received 6,708 complaints related to defaults on wages payments last year and authorities have helped 114,100 workers get nearly 412 million yuan, said the Bureau.
