Keep only-child bonus

OFFICIALS from the Shanghai Health and Family Planning Commission said yesterday that couples who applied for an only-child certificate and receive their monthly bonus of 30 yuan (US$5) for each partner needn’t return the cash if they apply to legally have a second child. Some provinces have asked couples to return bonuses if they later apply to have a second child.
