Last call for registration of mobile phones

SHANGHAI telecom authorities are urging mobile phone users to register their identities at service providers as soon as possible — or risk being cut off.

The country’s industry watchdog recently announced that all phones must be registered by June 30, 2017.

Local telecom companies will phone or send text messages to users who have not registered using their real names or whose registered information is incomplete or incorrect, urging them to finish the process by the deadline, said Shanghai Communications Administration.

Companies will suspend service for those who fail to comply but will still allow them to make emergency calls, including 110, 119 and 120. A second notification will be sent after that and failure to take action will lead to total deactivation.

To register, Chinese users must bring their ID cards and SIM cards to their local telecom company outlet, where special windows are available for registration. Foreigners should bring their passports and SIM cards.

Shanghai Mobile said all its branches are offering the registration service, while Shanghai Telecom and Shanghai Unicom said only designated branches offer the service, but customers can call their hotlines 10000 and 10010.

“Foreigners who don’t know Chinese have to pay attention as our notification messages are written in Chinese and maybe they have to ask their Chinese friends for help,” said a Shanghai Mobile staffer. The other two companies also said they only send Chinese text messages.

This is seen as the last call for China’s real-name registration for all phone users campaign, which was launched in 2013 to crack down on spam messages, cold calls, fraudsters and terrorism.

Since then, Shanghai has registered three million users who had not registered or registered with incorrect information, but there are still several million users who haven’t finished the process, according to Shanghai Communications Administration.

As the registration for existing users has been going slowly, the Ministry of Industry and Information Technology released a notice on May 24 asking all telecom companies to ensure that at least 95 percent of their users have registered with accurate information by the end of this year and 100 percent before June 30, 2017.
