Luxun Park鈥檚 noisy users facing crackdown

PATROLS are being made in a popular park in Hongkou District to curb noise pollution, the district government said yesterday.
The patrols are carried out by urban management officers, who are usually confined to enforcing the law on streets. Now they are telling dancers and singers using Luxun Park to keep the noise down to avoid disturbing other visitors and residents.
The management of the park has also released a regulation that dancing, singing and other activities must not exceed 70 decibels. Moreover, loudspeakers can only be used in the park from 9am to 10am, according to Shanghai Changyuan Group, which operates the park.
Urban management officers will confiscate loudspeakers that violate the rules, said an official with the district government.
Luxun Park is one of the most popular areas in the city for morning exercise. For decades the park has been home to more than 50 exercise and social groups, which lay claim to specific sites on certain days and times. Dance and martial arts groups take speakers to the park and then turn up the volume to compete with neighboring groups, often turning a deaf ear to any requests to lower the noise levels. Nearby residents have complained about the noise for decades.
Luxun Park was created by a British garden designer in 1896.
Years later it was dedicated to the renowned Chinese writer Zhou Shuren (1881-1936), better known by his pseudonym Lu Xun, and is home to his tomb and a museum about his life.
