Man detained for garbage dumping

POLICE have detained a man for illegally transporting more than 2,000 tons of garbage from a Shanghai pier and dumping them in Haimen in Jiangsu Province.

Workers at Jiangxinsha farm in Haimen tipped off police after they noticed two vessels dumping wastes at the farm on July 13.

One of the vessels had finished dumping when Haimen urban management authorities seized the vessels.

Farm workers claimed that the area had become a dumping ground since the start of the year.

The Shanghai Greenery and Public Sanitation Bureau said most of the trash was mainly construction wastes and did not contain poisonous, harmful or radioactive substances.

But China National Radio reported yesterday that soil testing was still being carried out.

The man surnamed Wang, who rented the vessels, said the wastes were being used for the expansion of a fertilizer factory in Haimen. The construction wastes were purchased in Shanghai to fill up the land, the radio reported.

Neither the dumping area nor the vessels are registered in Shanghai, the Shanghai sanitation bureau said.

As per regulations, it is illegal to transport wastes produced in the city to sites outside Shanghai.

Construction wastes that meet reuse criteria must be reported and registered before being transported to other cities.

Authorities in Haimen are also investigating the source of the garbage.

Earlier this month, 12 people were detained by Suzhou police for causing environmental damage by dumping more than 12,000 tons of garbage on an abandoned embankment on Taihu Lake.

Police raided eight vessels, which were carrying construction wastes, in Jinting Town, Wuzhong District, after the garbage were transported from Huibin Wharf in Shanghai’s Jiading District and Yujidun Wharf in Changning District.

The construction wastes were used for landfill at a drug rehabilitation center in Taihu.
