Mayor promotes training for work

SHANGHAI will accelerate the development of vocational education to support its goal to become a global center for scientific and technological innovation, its mayor said yesterday.

“The development of vocational education in Shanghai should serve the need for the establishment of an innovation center, as well as its economic transformation and upgrading,” Yang Xiong told an industry conference.

“The more the economy develops, the better the vocational education we need,” he said.

Investment in the sector has been rising steadily in recent years. More than 7.3 billion yuan (US$1.2 billion) was spent in 2014, an increase of 116 percent from 2009, Shanghai Education Commission Director Su Ming told the conference.

The city has 89 junior and 30 senior vocational schools, while the employment rate of their graduates has surpassed 96 percent for the past several years, Su said.

Also, the city’s human resources and social security bureau provides technical training for 500,000 people a year, 200,000 of them migrant workers, said its director Zhou Haiyang.

As the needs of commerce and industry change, so too will the curricula provided by vocational schools, Su said.

In a bid to ensure college teachers are up to date with the latest technologies and developments in industry, they will be encouraged to spend one year in every five back in the workplace, he said.

Yang also called for greater cooperation between vocational schools and local employers, so that the former continues to produce the kind of talent that the latter needs and demands.

Furthermore, large firms should provide training to the employees of smaller businesses that do not have the resources to do so themselves, he said.

The mayor said also that more should be done to educate the public to the benefits of pursuing a vocational education.

Success is not solely dependent on a higher academic qualification, he said.
