Mobile platform for car accident disputes

SHANGHAI police launched a mobile platform yesterday that allows drivers involved in traffic accidents to settle disputes “within 10 minutes.”

Instead of ringing up the police and visiting insurance company offices, drivers can now ask officers to determine who is responsible from afar by uploading pictures from the scene through the platform.

The pictures will be forwarded to the motorists’ insurance companies in real time, and they will then receive calls from representatives regarding compensation.

To make it even easier, the platform requires only names, pictures of plates and licenses from the drivers because all the necessary information needed to process claims will be conveyed by the pictures.

The interface of the platform, which is called Kuaichuyipei (Fast Handling and Easy Compensation) is a public account on WeChat, a popular instant-messaging service in China. The system was developed in cooperation with Shanghai Insurance Association and the Shanghai Bureau of China Insurance Regulatory Commission.

The system can currently only be used to process accidents involving two vehicles, but officials told Shanghai Daily that it will cover single-car accidents in the future.

“We’ll include that type of accident once we work out detailed rules to determine responsibility in such accidents because insurance fraud in that regard is rampant,” said Zhao Lei, secretary general of Shanghai Insurance Association.

Zhao added that determining who is responsible in accidents involving three or more cars via mobile phones is much more difficult.

To use the platform, both drivers involved in the accident must possess valid permanent plates, licenses and insurance policies issued by local companies.

It cannot be used for traffic accidents in which the vehicles cannot be moved, there has been an injury, or one of the drivers is intoxicated.
