More road-use limits mulled

OFFICIALS are looking into whether to tighten existing restrictions on non-local vehicles’ access to elevated roads during rush hours.

The city’s transportation commission was responding to reporters’ questions about online rumors of possible restrictions on non-local vehicles, which included extending the restrictions on elevated and other roads downtown.

The current restriction scheme began last April 15 to relieve congestion. Vehicles without local plates are currently not allowed to use the city’s expressways from 7 to 10 am and from 3 to 8pm.

“The transportation situation will be increasingly challenging, as more vehicles hit the roads every year,” Feng Jianli, deputy director with the authority, said in a press conference last Friday.

He added the authority was evaluating restriction measures on non-local vehicles.

Feng said the existing measures could be further tightened depending on the evaluation outcome.

According to the city’s 13th Five-Year Plan (2016-2020) for a comprehensive transport system, Shanghai will consider plans to further tighten access restrictions.

The numbers of local car plates being issued to city residents also face being cut back.

As of 2015, the city had 2.47 million locally registered cars.
