New rules on driving licenses

A SHANGHAI household registration or residence permit will be required to apply for a local driving license from late next month, police said yesterday.
Temporary residence permits will be rejected after the deadline. The changes are part of the new road and traffic management law approved by the Shanghai legislature late last year, which comes into force on March 25.
“It is to ensure local residents have access to the limited resources available for license examinations,” Wang Fuyu, deputy director of the traffic police legislative affairs office, told reporters.
People can apply for a residence permit after working and paying local social insurance for six months. Other provinces, such as neighboring Jiangsu, have similar rules.
The current law allows those with a temporary residence permit to apply for a license.
More than half the learner drivers at city driving schools are not locals, said one driving instructor, who asked not to be named.
She fears the number of students will fall with the new rules, and driving tuition fees will rise. Driving schools usually charge 6,000-8,000 yuan (US$875-US$1,165) for a course.
Many driving schools announced yesterday they would stop receiving students without a hukou (household registration) or a residence permit.
