THE water supply in downtown Shanghai will return to normal by this evening thanks to 20,000 workers who are laboring day and night to repair infrastructure damaged during the recent cold snap, the local water supplies bureau said yesterday. Suburban areas are expected to see water service return to normal by Wednesday evening.
