Overhaul planned as most downtown elevators fail safety tests

Local quality supervision department said that 616 old elevators in downtown residential buildings failed to pass the safety evaluation tests.
The elevators in residential apartments in Changning, Huangpu, Putuo, Zhabei and Xuhui districts and the Pudong New Area that have been used for over 10 years failed to pass the risk evaluation by the Shanghai Municipal Bureau of Quality and Technical Supervision.
A safety standard for elevators will be issued before July.
“Some 117 among them needed maintenance, 106 needed renovation while the remaining 393 needed overall fix,” an official with the bureau told local political advisory body.
The bureau has launched an extensive overhaul of all the elevators, especially those that have been used for many years, across the city.
It will try to find a solution to fix and renovate the elevators, the official said.
Shanghai has approximately 160,000 elevators in total, the most among all the other Chinese cities. The city has 118,000 passenger elevators, 20,000 elevators for cargo and 14,000 escalators.
Some 2,500 among them have been used for over 20 years, according to a survey of the political advisory body.
A major problem with the old elevators is lack of fund to fix or renovate them.
The quality supervision bureau will work with local housing authorities to set up a special fund among the residents in the communities to renovate and fix the elevators.
The authorities will also seek funds from the city government to overhaul all the old elevators in the city.
