Patient transfer law
EMERGENCY patients who refuse to be transferred to secondary facilities for recovery after treatment will have their behavior recorded in their personal credit account, according to a draft law submitted to the Shanghai People’s Congress yesterday.
Under the proposed legislation, emergency room patients must be transferred to secondary medical facilities for recovery once their condition is stable to free up space for more urgent cases.
Many patients, especially seniors with chronic diseases such as Alzheimer’s, pose an obstacle to the treatment of new arrivals by refusing to leave their beds.
The local medical authority should establish a “hierarchical medical system” facilitating the transfer of non-critical patients to lower-tier facilities such as recovery and senior’s homes, according to the draft bill.
