Pledge to stop pipes freezing
A Shanghai official yesterday said the government will adopt measures to prevent water pipes from freezing after many burst in the past two days during the worst cold snap in 35 years, causing much hardship for some residents who were unable to bathe or wash clothes.
Shanghai Water Authority will improve the resistance of the pipes to subzero temperatures during ongoing work on residential water infrastructure, Bai Tinghui, director of the authority, told local legislators.
Bai said standards for cold resistance must be raised so that pipes continue to function when the mercury drops below minus 4 degrees Celsius, but he did not specify exactly what measures would be taken to achieve that goal.
The city’s water supply hotline (96274) has received over 20,000 calls from residents complaining about frozen or burst pipes since Sunday, when the mercury dropped to minus 7 degrees, according to Shanghai Chengtou Group, the city’s major water operator.
Zhou Liangyin, a local bank clerk living in Baoshan District, said she had to spend the night with her husband at a nearby public bath house because they had not had water since Monday night.
“I was surprised to find a long queue of neighbors waiting to take a bath there, and I had to wait for nearly an hour,” she said.
