Police given traffic enforcement powers
POLICE officers patrolling Huangpu District have been granted the authority to ticket drivers who illegally park their vehicles, a move that comes amid a three-month citywide crackdown on offenders, officials said.
Huangpu Public Security Bureau said 460 regular officers will now have the same powers as the traffic police to enforce vehicular violations, providing much-needed support for the 430 traffic officers currently handing out tickets.
Huangpu police said traffic officers normally operate at main roads and crossroads, and therefore cannot patrol small lanes and side streets, where illegal parking is most rampant. The additional manpower will help solve this problem.
The measure will be extended beyond the crackdown period “if it proves effective,” said police spokesman Dong Dehai.
Illegal parking in the downtown district is most widespread on Xizang Road, Jinling Road and Huaihai Road, police said.
In Jing’an District, another downtown district, curbs along 31 streets including parts of Nanjing Road W., Hengfeng Road and Wanhangdu Road have been painted yellow to inform drivers that they will be fined for illegal parking even if they are sitting in their vehicles.
“Many drivers park near shopping malls waiting for people who are shopping and block the traffic,” said an officer with Jing’an police.
The fine for illegal parking is 200 yuan (US$30), but those who park along streets with yellow lines will also have 3 points deducted from their credits.
