Polluting boats to face increased fines

SHIPS and boats that discharge sewage into the Huangpu River or any of Shanghai’s reservoirs will from next month face a maximum fine of 200,000 yuan (US$32,200).

The penalty, which represents a fourfold increase on the previous maximum, was outlined in the new Shanghai Port Anti-pollution Regulation for Ships and Boats.

Also from June 1, maritime vessels will be required to use only fuels that comply with national quality standards.

Those that do not could be fined between 10,000 and 100,000 yuan, the ports authority said.

The Shanghai Maritime Safety Administration will stage regular inspections of vessels to encourage compliance with the new rules, it said.

The higher fines and inspections are part of a wider plan to improve air and water quality in the city.

The government said earlier that it will provide electricity supplies at the city’s ports to give ship owners an alternative to burning high-polluting fuels for power while in dock.

Last year, the Shanghai Maritime Safety Administration was given the authority to issue fines to ship captains and owners that breach regulations on emissions.
