Public To Get A Greater Say
LOCAL authorities will have to invite public participation for major decision-making from next year, according to a regulation issued by the city government.
Apart from classified or emergency decisions, government bodies or companies must hold public hearings, discussions, interview members of the public or issue questionnaires to solicit public opinion.
Public hearings must also be held for new legislation or new policies that draw major differences of opinion, said the regulation which will be enforced from January.
A draft of decisions must be publicized and explained to the public through media interviews or experts’ lectures.
The authorities can invite professional bodies to carry out opinion polls for major decisions related to people’s livelihood, such as new policies on education, medical care, social insurance, environmental protection and public utilities.
Experts must evaluate professional and technical issues, while risk evaluations are required for major decisions that may affect social stability.
The decision-making authorities or companies who failed to obey the regulation will face penalties if violation on the regulation caused major losses.
