Red alert for congestion in color-coded system
A COLOR-CODED traffic congestion alert system is being introduced over the next three months, the city traffic authority said yesterday.
Traffic restrictions will be put in place according to levels shown in the system, said developers.
Developed by Shanghai Urban-Rural Construction and Transportation Development Research Institute, the system measures congestion on a scale of zero to 100 — using the number of vehicles on the road and their speed to calculate this.
A score from 0 to 30 indicates “first grade” road conditions and will be represented by green.
Between 31 and 50 falls into “second grade” — yellow, while a score of 51 to 70 is “third grade” and orange.
Scores over 70 mean the congestion is “fourth grade” and serious, which will be represented by red.
The public will be notified of the congestion situation through TV, radio, and public service platforms once a score above 50 is recorded.
When the alert reaches red, the traffic authority will take measures, including further restricting vehicles with non-local plates and dispatching more police to affected areas.
The Shanghai Transport Commission announced on its official site over the weekend that work on the system is well under way.
It will run on a trial basis before formally going into use in the coming months, said the commission.
Institute experts said earlier that Shanghai roads are set to become more congested in 2015 due to the increased number of vehicles and disruption caused by major construction projects such the Beiheng Passage and renovation of the Yan’an Road E. Tunnel.
According to Xue Meigen, vice president of the institute, the average speed on more than 12 percent of the city’s expressways will be under 40 kilometers an hour during rush hour.
