Repeat offenders
According to official figures there were 78,000 registered drug addicts in Shanghai at the end of last year.
The city’s five rehab centers are home to about 6,000 addicts. Despite their claims to “reeducate” people, just 23 percent of people released succeed in stopping using drugs for more than three years.
Of the 22,722 drug users identified by police last year, 60 percent were recidivists, the bureau said yesterday, ahead of International Day against Drug Abuse and Illicit Trafficking, which falls tomorrow.
The Shanghai No. 1 Intermediate People’s Court said it has been handing down tougher penalties for drug crimes. More than 80 percent of the “chief culprits” in 46 major cases handled in the past year were given life sentences, it said.
