Senior official in Pudong reprimanded

A senior official in Shanghai’s Pudong New Area has been warned over his illegal spending of public funds on receptions and buying shopping cards in a clear violation of a code of conduct issued by the Party, the local disciplinary watchdog said yesterday.

Shi Haining, 46, Party secretary and director of the Pudong New Area Financial Service Bureau since August 2009, used public funds illegally on receptions for guests and to buy shopping cards between July 2010 and December 2013.

He claimed the funds were used for expenditure on conferences, the disciplinary watchdog said in a notice on its website yesterday.

The watchdog said it was a violation of the eight-point code of conduct issued by the Party Central Committee last year, which says officials should remain thrifty and that luxurious receptions are forbidden.

Last week, Shanghai disciplinary watchdog reported five cases of violation of the code by state-owned company executives, school officials and public servants.

Chen Rui, a prosecutor with Songjiang District procuratorate, was given an administrative punishment for driving a police car to pick up his child from school. Zhao Zhiping, principal of Caoyang No. 9 Middle School, was given a warning for letting public money be used by teachers for travel.
