Senior pilot banned for life as ongoing seaplane crash probe uncovers his wrongdoings

CHINA’S civil aviation regulator today blacklisted a senior official of the Joy General Aviation after its seaplane crashed in Jinshan District in July and killed five people.

Zhou Hua, the deputy operational director and chief pilot of the carrier, has been banned from serving as a supervisor in the civil aviation industry for life time, the Civil Aviation Administration of China said.

“Zhou was found being negligent, unqualified and employing trickeries along with other dishonest activities during his job on operational management and training as well as personal experiences,” the administration said on its official website. 

The wrongdoings have caused serious outcomes, it added.

The administration found those evidences during the investigation on the deadly seaplane crash accident, it said.

Zhou was reportedly 63 years old and has been flying aircraft for over 30,000 hours in the last 46 years. 

He piloted another seaplane which took off from the Jinshan City Beach to the Zhoushan archipelago on July 20 shortly before the accident happened. 

He also accepted a group interview with local media to introduce about the newly-opened commercial sightseeing route to Zhoushan as the chief pilot of the carrier.

Five people, including the copilot, were killed when the seaplane, a Cessna 208B, crashed into the Shanghai-Hangzhou Expressway No. 7835 Bridge at 12:20pm on that day as it was taking off from the sea near the beach. 

Captain Zhang Fuquan suffered severe injuries and was said to be in coma at hospital in the last report concerning his condition after the crash. There’s no update from authorities on his condition after that. 

A preliminary investigation and evidence collection from the scene has found the accident was not caused by mechanical problems, Xu Wei, a city government spokesperson has said.

The crash investigation is still ongoing with no major conclusions announced yet.
