Shanghai reports on 2009-13 graft cases

SIXTEEN Shanghai officials with the rank of deputy bureau director or above went on trial for corruption in the 2009-13 period, the city’s chief prosecutor said yesterday.

They were charged with abuse of power and accepting bribes, Chen Xu, chief prosecutor of the Shanghai People’s Procuratorate said in his report to the Shanghai People’s Congress.

Of the 12 officials to have been sentenced thus far, three were given a suspended death sentence or life term, seven were sentenced to 10 years in prison and two to at least five years’ jail.

Four others are still awaiting sentencing, Chen said.

One of the most high-profile cases involved Chen Meng, the former deputy head of Putuo District, who in 2012 was found guilty of accepting bribes totaling 15 million yuan (US$2.4 million). He was sentenced to death, suspended for two years.

Tao Xiaoxing, the former deputy director of the Shanghai land bureau, was sentenced to life imprisonment in 2011 for taking 10.5 million yuan in bribes.

A total of 1,900 government officials were tried in the five-year period, leading to the retrieval of 448 million yuan of public funds, Chen said.

Of the government officials tried, 205 had the rank of department director, he said.

In the same period, 926 officials from state-owned enterprises were also tried.

One of the most significant cases involved Wu Jianwen, the former president of Shanghai Pharmaceutical Group, who was given a two-year suspended death sentence in 2011 after being found guilty of taking bribes worth 11.9 million yuan and embezzling 5 million yuan.

In another case, Dai Weizhong, the former deputy president of Shanghai Lingang Economic Development Group, was sentenced to life in 2012 for accepting 8.1 million yuan in bribes.

The number of public security officials and members of the judiciary found guilty of corruption in the 2009-13 period rose 15 percent from the previous five years to 39, Chen said.

They included 20 police officers, 16 members of the judiciary, two national security officials and one court official.

The police officers were charged with taking bribes to help people evade punishment, Chen said.
