Shuttle bus blamed for standing passengers

Airport shuttle bus No. 4 from Pudong International Airport to Shanghai Hongkou Football Stadium has been picking up excess passengers that is illegal.
A netizen “junya” claimed he took the bus on Sunday from Terminal 1, and despite being full the bus picked up more passengers from Terminal 2, all of whom stood for half an hour until the first stop at Pudong Avenue.
According to road safety regulations, passengers are not allowed to stand in the coaches. A staff with the bus operator, the Airport Bus Co, claimed it does not have enough buses to meet the demand on the route.
But there are other reasons too. Bus drivers and conductors are paid by the number of passengers they carry — one of the key reasons why the rules are broken.
Some bus attendants also tacitly support ferrying standing passengers.
