Tea party breaks frugality rules

A TAX official and five people from two companies owned by the Shanghai government and a local university have been punished for breaking frugality rules, the city’s discipline watchdog said yesterday.

Tang Xiaojie, president and deputy Party chief of Oriental International (Holding) Co Ltd, received a Party disciplinary warning for holding a company tea party during Spring Festival in January and giving out 94,200 yuan (US$15,174) in digital products and 58,000 yuan in shopping cards.

The city’s Party discipline inspection commission also found that the financial department of Oriental International’s Shanghai Foreign Trade Co had invited Wang Zhen, vice director of Pudong’s No. 35 Tax Office, and her family to Mogan Mountain in Zhejiang Province for a visit on January 4 and 5, paying 12,260.9 yuan for their trip.

Wang also received a warning and was ordered to return the money to the company. Zhuang Xiyi, the company’s financial manager, and Zhu Xian, a staff member, were punished with demerits on their records.

Chen Chenkang, president and Party chief of Shanghai Jiaoyun Group Co Ltd, also received a warning after investigators found the company had purchased 498,000 yuan worth of transportation and shopping cards for clients.

Also warned was Yu Guanghong, former then vice president of Shanghai University of Finance and Economics, for taking 11 staff members on a trip to Henan Province, with their expenses of 57,310 yuan paid by the university, in the name of holding a meeting of an infrastructure construction workgroup. Yu was also ordered to return the money.

The Eight Rules, which were adopted by the Party’s Politburo in December 2012 to improve administration efficiency and relations with the public, highlighted the importance of frugality. About 90,000 people have been punished nationwide since the rules came into effect.
