Wives most at risk in abusive homes

ALMOST 90 percent of the victims of domestic abuse in Shanghai last year were married women, according to a report by the Shanghai Women’s Federation yesterday.

Also, more than 22 percent of the victims in 440 cases reported to the federation, had a college education, the report said.

About 31 percent of the victims were aged between 26 and 45, while 11 percent were over 60, the study showed.

The report was released to mark the introduction yesterday of China’s first ever law on domestic violence.

An anonymous police official told Shanghai Daily that: “We will set up counters in police station’s to handle reports of domestic violence.”

He said also that police officers can now issue written warnings to people suspected of being abusers, and that if the recipient fails to act they might be subjected to criminal punishment.

“In the past it was difficult to deal with domestic violence cases as it was hard to determine exactly what had been going on,” he said.

Lots of families regard such fights as private matters, he said.

Courts will now be able to issue restraining orders against abusers partners.

“Previously, we could only consider domestic violence allegations as part of another case, such as a divorce suit,” said Wu Wei, a judge at Shanghai Higher People’s Court.

“But now we can look at these things independently.”

The law states that courts must respond to applications for restraining orders within 72 hours and within 24 hours for cases that are deemed urgent.

“For people who suffer violence from a person they live with, the court can order the abusive partner to move out of the property,” Wu said.

Restraining orders remain in place for up to six months, but can be extended if required, the judge said.

“Most cases involve physical violence, but we are also now looking at how to protect people from psychological abuses,” Wu said.
