Women having greater say in city’s management

WOMEN are playing an increasingly important role in lawmaking and the management of social affairs in Shanghai, a leading women’s representative said yesterday.

In the 2010-13 period, the proportion of female deputies to the Shanghai People’s Congress rose by 3.6 points to 31.7 percent, Xu Feng, president of the Shanghai Women’s Federation, said yesterday at the 2014 Shanghai International Forum on Women’s Development.

Meanwhile, the proportion of city-level social and professional groups with women among their leadership gained 3.2 percentage points in the period to 60.4 percent, she said.

“Women are no longer an underprivileged group in Shanghai. Instead, they have opportunities to apply their talent and wisdom to social governance and to make a contribution to society’s development,” Xu told Shanghai Daily.

Women’s groups are a key outlet for Shanghai’s 12 million women to engage in social governance.

The city has more than 6,000 women’s organizations, about 500 social bodies, and 12,000 cultural and sports teams where women are in a majority, she said.

But despite the progress made in recent years, men still hold the dominant position when it comes to decision making in Shanghai and across China.

Part of the problem is that many women lack the confidence to be leaders, and those that do have to battle the weight of social convention, she said.

To help women demonstrate their talent and enhance their leadership credentials, the federation has on several occasions arranged for businesswomen and professionals to give lectures to students and rural groups.

Many of them also now provide advice and assistance on everything from psychological counseling to legal aid.

According to the city’s five-year plan for 2010-15, all levels of government are required to establish a women’s development fund, with financing of at least 2.50 yuan (40 US cents) per head of the local female population.
