Xuhui’s interactive map helps cut fire risks
INFORMATION about fire risks in 13 subdistricts of downtown Xuhui District has been integrated into an interactive map.
The risk areas are marked in different colors to remind government officials of which take priority for being dealt with.
Subdistricts marked red have the most fire hazards. There were five of them in March, but that was brought down to two by May. Meanwhile the number of the safest “green subdistricts” has climbed from one to eight, according to the district fire brigade, which announced the project yesterday.
The marks are based on fire hazards reported by more than 18,000 community safety volunteers in the districts as well as the number of fire alarms in each subdistrict.
The volunteers are given monetary incentives for discovering the problems and uploading photographic evidence through WeChat groups supervised by the government. The most frequently reported fire hazards, as seen by volunteers, are piles of assorted materials, dangerous wiring and charging e-bikes in public spaces in residential buildings.
“The map with detailed real-time information of fire hazards can be viewed by all subdistrict officials who will then be prompted by the district government to take action if their subdistricts perform poorly,” said Zhu Rongfei, a public relations official of the fire prevention department of the district fire brigade.
Caohejing and Longhua subdistricts were the two “red zones” shown in May, due to some factories having life-threatening fire hazards, Zhu said.
While a fire that engages the fire brigade could cost a subdistrict up to 100 demerits, fire hazards are rated with different numbers of demerits. Caohejing and Longhua have over 500 demerits.
“As soon as a fire hazard is removed, the demerits will be deducted accordingly,” Zhu said, adding that the Xuhui initiative will potentially be introduced to other districts in Shanghai.
Meanwhile, a fire broke out in a residential building at Guanshengyuan Road and Xiqin Road in the district early yesterday, with two people taken to hospital. The cause of the fire is still under investigation.
