He said the Shanghai Pilot Free Trade Zone is a testing ground for administrative reforms and market opening. He welcomed companies from around the world, including Singapore, to use the Shanghai FTZ as a platform for business expansion.

Loh said Shanghai has played a significant role in developing Sino-Singaporean relationship. His country is boosting cooperation and exchanges with Shanghai. The Shanghai FTZ is a new platform for bilateral cooperation.

Loh said Singapore is keen to participate in the construction of the Shanghai FTZ and to share its experiences.
