Beijing considers emission charges

BEIJING'S environmental watchdog said it was considering charging drivers emission fees in an effort to improve air quality and check the growth in the number of cars.

Statistics quoted in the Beijing Youth Daily showed the city had more than 3.5 million registered vehicles by the end of 2008.

The municipal authorities are thinking of charging emission fees based on the engines of different vehicles and their respective emissions.

However, fees should be approved by the government, an official from the Beijing Municipal Environmental Protection Bureau said, adding that a public hearing would be held before any measure was implemented.

Beijing already has some restrictions on vehicles driving in the city. One fifth of the city's vehicles, mostly private cars, are banned from the roads each day.

Starting from 1998, Hangzhou, Zhengzhou and Jilin introduced vehicle emission charges on a trial basis. The practice ended in 2003.
