Officer who threw baby confined for just 15 days
Authorities in central China’s Henan Province have launched an investigation into media reports that a policeman who fractured a baby’s skull after hurling her to the ground while allegedly drunk was later confined for just 15 days as an internal punishment.
The seven-month-old girl, known by her nickname Yue Yue, is not in a life-threatening condition now, said doctors.
But they added that they cannot yet tell what future conditions her head injury could lead to.
Guo Zengxi, the 50-year-old officer involved in the incident in Henan’s Linzhou City, told the Legal Evening News that he “felt ashamed” about what had happened. Guo admitted to now being “under heavy pressure.”
Sources said after the 15-day confinement as a punishment for violating police discipline, no further punishments or charges were filed.
But now Linzhou City giovernment has launched a joint investigation into the affair.
Details of the July 20 incident did not emerge until Zhai Jianzhou, director of a lawmaking body in Linzhou, revealed what happened at a meeting, describing the incident as “intolerable.”
Yue Yue’s father, Li Qingfeng, told the newspaper that he and his wife and daughter were at a karaoke venue, where they saw three men.
Li was in plainclothes at the time, the newspaper said, without identifying the others.
“They seemed to be drunk,” said the father. “Suddenly, a tall man walked toward me and touched my baby on the face and arm.”
Li said the man then grabbed the child from his arms, held her above his head and then threw her to the ground.
The couple rushed their child to a hospital where she was treated in intensive care.
The men were surrounded by a crowd until police arrived.
Some witnesses said the men had earlier argued with the couple over a parking dispute, but Li denied this.
Unable to afford continuing medical care, the couple have taken their baby home waiting for further treatment, said the newspaper.
Guo has been in the police for 30 years and had been a station chief, records show.
He was working in the logistics and financial department when the incident occurred.
In Beijing, a man was detained by police late last month after a two-year-old girl died after she was taken from her stroller and thrown to the ground after a parking dispute.
