Strict controls for Xiongan area

VICE Premier Zhang Gaoli called for strict controls on property development in the proposed Xiongan New Area, urging high standards for the newly announced area.

He said the area should see a “reasonable pace of development” while stressing that large-scale real estate development and illegal construction would not be allowed.

Zhang was speaking at a conference on coordinated development of the Beijing-Tianjin-Hebei region.

He called for measures that would strictly control house prices, population and planning in regions around the new area, guard against speculation in land and property markets and control industries seeking to establish a presence there.

China’s plans to establish the Xiongan New Area are part of measures to integrate development in the Beijing-Tianjin-Hebei area and cure the “urban ills” of traffic congestion and air pollution in the capital.

Located about 100 kilometers southwest of downtown Beijing, the Xiongan New Area will mainly cover the three existing counties of Xiongxian, Rongcheng and Anxin in Hebei Province.

The plans have already driven up house prices in the area but the authorities were quick to address frenzied speculation, with dozens of real estate agencies ordered to close and seven people detained as of Tuesday.

Zhang said plans for the new area should feature “high standards and high quality,” and he stressed innovation, policy support, and environmental protection.

Zhang told the conference that Xiongan should be “a green, livable modern urban area, a region led by innovation-driven development, a demonstration area of balanced development and a pioneering region of open development.”

The decisions to build Xiongan and a “subsidiary city center” for Beijing are strategic moves in advancing the coordinated development of the Beijing-Tianjin-Hebei region, Zhang said, quoting President Xi Jinping. The subsidiary center will be in the eastern suburbs of Tongzhou.

Quoting Xi, Zhang said authorities should coordinate efforts like moves in a chess game and phase out “non-capital functions” from Beijing in an orderly manner.

On integrating development of the region, Zhang called for progress in integrating transport, protecting the environment as well as upgrading and transferring industries.

Regional planning should be systematic, Zhang said, with stronger land, real estate and population controls.

Work should be expedited to build a pilot area to explore innovation and reform, while basic public services must be shared across the region, he said.

China initiated its strategy to integrate the development of Beijing, Tianjin and Hebei in 2014 for a better economic structure, cleaner environment and improved public services.
