Wen vows to make poverty history
CHINA aims to "basically eradicate poverty" by 2020 by greatly raising its poverty line in order to help more people in need, Premier Wen Jiabao said yesterday.
The State Council is drafting a new 10-year poverty-reduction plan (2011-2020), in which the current poverty line of 1,196 yuan per year (US$182) will be greatly raised, Wen told a National People's Congress meeting.
The nation will intensify its poverty alleviation efforts through aid and development, focusing on large areas of destitute population, he told a group of NPC deputies from Gansu, one of China's poorest regions.
According to the United Nations' standard of US$1 per person each day, China still has 150 million people under the poverty line.
Wen said a lack of water is a bottleneck for Gansu's social-economic development, urging the province to expand the use of water conservancy technology.
The water issue can be resolved through saving water and diverting water from other areas while accelerating water-saving technologies, Wen said.
More efforts should be made to prevent and control desertification and preserve the environment, he said.
Wen urged the province to coordinate development with environmental protection, and preserve Dunhuang, a world cultural heritage city threatened by desertification.
