White paper details gains in gender equality

THE government yesterday issued a white paper on gender equality and women鈥檚 development, providing an overview of the its policies and achievements in the area.

According to the document, China has progressively improved its laws and regulations, and steadily pressed forward with gender equality and women鈥檚 development.

The country has always upheld the constitutional principle of equality between men and women, which is a basic state policy for promoting progress, it claimed.

China protects the economic interests of women, promotes women鈥檚 equal participation in economic development and provides equal access to the fruits of reform, it said.

Significant progress has been made in alleviating poverty among women, it said.

To create favorable conditions for women鈥檚 employment and career development, the government has implemented policies to equalize the retirement age for men and women working as middle-rank officials, senior professionals and technicians at state organs and public institutions.

It has also introduced policies to promote equal employment opportunities for female college graduates, it said.

The level of social security provided for women, including maternity, old-age, medical, unemployment and work-related injury insurance, has steadily improved, it claimed, adding that the average life expectancy of Chinese woman rose to 77.4 years in 2010, from 73.3 in 2000.

According to the official document, about 25 percent of all China鈥檚 entrepreneurs and 55 percent of its new Internet business owners are women.

The government protects the land rights of women in rural areas, who collectively account for about 70 percent of the agricultural labor force, while the state has worked hard to improve community-level maternal and child health services, and succeeded in providing full life-cycle health services for women, the document said.

Women鈥檚 participation in decision making and management has improved markedly, it said, adding that the government values the role of women in people鈥檚 congresses.

Improvement has also been seen in gender equality in marriages and families, the white paper said.

More and more women now share family resources on an equal basis with men, and the concept of men and women sharing housework is now accepted, it said.

The situation in education has also improved since the government implemented a policy to ensure schoolgirls enjoy equal access to compulsory education, it said.

The authorities have also put in place a legal system for protecting women鈥檚 rights and interests and promoting gender equality, with more than 20 laws and regulations enacted and revised, the document said

They have also encouraged judicial action against domestic violence. Professional women鈥檚 organizations, such as women judges associations, women procurators associations and women lawyers groups, have played a positive role in safeguarding women鈥檚 rights and interests, the document said.

A total of 3,737 legal aid institutions were established in China last year 鈥 almost twice the number in existence in 2000. They provided help to 352,000 women, an increase of 310,000 since the turn of the millennium.

The country鈥檚 first anti-domestic violence legislation, which has made various breakthroughs in bringing the social-cultural taboo under the scrutiny of law, was reviewed during last month鈥檚 bimonthly legislative session.
