Woman dies after handcuffed by police

A 58-YEAR-OLD woman with hypertension died on Wednesday in Sichuan after police cuffed her hands behind her back and dragged her about 100 meters, a local newspaper reported today.

Police decided to take Shu Xuebin away after she attacked a neighbor because relatives say he failed to keep his promise for her niece's wedding and the family lost face, according to the Leshan Evening News report.

The local hospital announced her death early next morning. Shu's relatives and police disagree about the cause.

Shu's relatives said they asked a neighbor Zhang Xiaoping to let them use his yard for Shu's niece Huang Kang's wedding before the marriage on Tuesday. Zhang agreed but closed the gateway on the day without explanation, which forced Huang to have her wedding on the footpath.

The next morning a fight broke out between Shu and her relatives and Zhang's family. Three policemen were unable to control the situation so they attempted to handcuff and remove Shu and her sister.

Shu's relatives said they told police Shu had hypertension but they ignored them. When Shu had been dragged about 20 meters, her niece saw she had gone pale and limp and got down to her knees to beg police not to take her any further, according to Shu's family.

They say the two policemen continued to carry Shu for another 100 meters before she started foaming at the mouth. Policemen removed the handcuffs but she was already unconscious. Policemen sent Shu to the local hospital, which declared her death at 6am the next day, Shu's relatives said.

The relatives believe she died from "ruthless execution of law".

But the police say a policeman found Shu's relatives assaulting Zhang and his relatives before another two police arrived. They say Shu and her sister kept fighting so they decided to take them away in handcuffs to help control the situation.

They says someone yelled out "she is a sick person" and Shu sat on the ground so they sent her to the hospital.

Witnesses said Shu was dragged 20 meters before she fell to the ground. With Shu lying on the ground, her relatives begged police to take off the handcuffs. Relatives brought Shu medicine but she was already unconscious and unable to take it. Police then dragged her another 80 meters before she started foaming at the mouth. Only then did the police take off the handcuffs, according to the witnesses.

The hospital said Shu died of respiratory and circulatory failure, caused by a brain hemorrhage.

Local authorities have organized a special team to investigate the case.
