World-class infrastructure versus uncivilized people

THANKS for your report about jaywalking deaths in Shanghai and failure to respect pedestrians on zebra crossings.
It is not much safer walking on the sidewalks with speeding motorcycles and bicycles finding the roads not (spacious) enough.
Why don't the police crack down on two wheeled vehicles busting red lights and riding down the wrong side of the streets?
Same for illegal car parking at bus stops and on no-stopping throughways, like Nanjing and Beijing roads, u-turns across yellow center lines.
Shanghai has world-class infrastructure, but few people show civil behavior on the streets.
