Disclosing home ownership key in corruption fight

CAI Bin, a senior urban management official in Guangzhou, and his retired wife were exposed in an online muckraking campaign to own 21 parcels of real estate worth 40 million yuan (US$6.368 million).

The huge wealth of the couple does not accord with the official's government status and income.

The revelation represented a breakthrough in a graft probe.

Sometimes ownership of luxury property is conclusive evidence against corrupt officials, since transactions can be traced. Similar exposures have led to several other notable downfalls.

However, we can't just rely on Internet muckraking. Instead, we should set up a transparent anti-corruption system that makes an official's assets public, especially property.

Authorities have always emphasized that it is difficult to calculate and monitor officials' cash flow.

However, it's hard to find excuses for not publishing property ownership, because even Internet users can easily track down the information.

Unveiling major real estate owned by officials is a first step in the process of officials' financial disclosure.
