Pretty uniforms cannot cover ugly actions

BEAUTIFUL uniforms will not change the image of chengguan, or urban management personnel, for the better.

Local chengguan in Xinhua County, Hunan Province, reportedly have decided to shell out 20,000 yuan (US$ 3,120) as an award to attract the public to design uniforms for them. Designers are required to come up with different styles for the four seasons. Chengguan uniforms are to be distinctive and different from those worn by police or security guards.

Among today's law enforcement agencies in China, chengguan might be the most controversial for their constant conflicts with street vendors. Chengguan may not be wrong in all the cases, but their rudeness has indeed caused even bloody skirmishes.

In fact, the public image of chengguan depends less on what they wear than on what they do. Handing out 20,000 yuan as an award may not be a wanton waste of public money, but it can hardly make a difference in the reputation of chengguan.
